Port Hadlock Water Reclamation Facility Construction Project
Procurement: Membrane Bioreactor Equipment - Design, Fabrication, and Installation Services
Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive sealed bids up until the hour of 9:30 a.m. on February 22, 2021 at the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for procurement of Membrane Bioreactor Equipment – Design, Fabrication, and Installation Services. Sealed bids will be opened and read publicly at 10:30 a.m., or shortly thereafter, on the same day in the Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse.
Jefferson County intends to construct a water reclamation facility with a membrane bioreactor (MBR) system to achieve Class A effluent per the February 2019 Washington State Department of Ecology’s Criteria for Sewage Works Design (Orange Book), and February 2019 Reclaimed Water Facilities Manual (Purple Book). The plant effluent will be reused to recharge groundwater through rapid rate infiltration and shall be Class A Reclaimed Water. This Invitation to Bid is for the supply of a prefabricated, modular membrane bioreactor system for this project, including ancillary equipment required for treatment and disinfection. The Port Hadlock Water Reclamation Facility will require an initial phase maximum monthly flow design capacity of 61,400 gallons per day (gpd); the startup maximum monthly flow is expected to be 48,000 gallons per day (gpd). The facility is anticipated to be expanded in phases to reach a maximum monthly flow design capacity of 283,400 gallons per day (gpd).
Bids shall be submitted in accordance with the plans and specifications on file at the Department of Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by prospective bidders. To request copies please email or call Public Works at (360) 385-9160.
Each bid shall be accompanied by a surety bond, postal money order, cash, cashier’s check or certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within fifteen (15) days of the award. The Board of County Commissioners reserves the right to reject any and all bids, and to accept the bid deemed most advantageous to Jefferson County, and to waive all informalities in the bidding.
The Jefferson County Department of Public Works in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252.42 U.S.C. 2000d to 2000d-4 hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award.
