Qualification Requirements
Submittals will be evaluated according to the following criteria:  

  • Responsiveness of SOQ to proposed purpose and scope of services
  • Ability and history of successfully completing similar projects
  • Quality of example work
  • Qualifications and relevant experience of key staff and/or subconsultants
  • Ability to meet schedule

Jefferson County is requesting Statements of Qualifications from engineering firms for planning and possible future design and construction related work for development and evaluation of solid waste management facilities in accordance with WAC 173-350. Scope also includes a public process and engagement with a stakeholder group composed of citizens and local subject matter experts. Planning shall include: review of existing information on current facilities; projections for future customer demand; facilities siting and cost/benefit evaluation of alternatives; legal considerations in financing/funding options, trends in waste management; and; investigation/analysis of permitting issues leading to a recommended conceptual design, site and financing plan. SOQ Format
All responses shall include the following sections: 1) Cover Letter, 2) Consultant Qualifications and Management Team, 3) Organization Chart, 4) Examples of Similar Work, and 5) Resumes for each of the primary team members.

SOQ Requirements
Responses shall be no more than 20 pages in length, double sided, including Cover Letter and Resumes.  References shall include a minimum of three and maximum of eight personal and team references for similar projects.
