The Jefferson County Comprehensive Plan
("Comp Plan") is a
decision-making tool for officials and citizens in guiding future
growth and development in Jefferson County on a 20-year planning
horizon. It provides the community vision, goals and policy basis for the regulatory
requirements of the
Jefferson County Code, including Title 18 the
Unified Development Code, as well as capital facilities improvements, and other County endeavors.

Comprehensive Plan -
Periodic Update 2016
As required by the state Growth
Management Act (RCW
36.70A), the County is beginning a Periodic Update to the Comp
Plan and its implementing regulations. The
current deadline is now 2016 after state Legislature twice revised the statutory timeline for all jurisdictions due to budget
constraints. Jefferson County's deadline was first extended to 2014,
then again to 2016.
To begin the update, the
Planning Commission has begun its Periodic Assessment in
preparation for making a recommendation for revisions. Learn more on

Comprehensive Plan - Periodic Update 2004
Pursuant to
the Growth
Management Act (GMA)
at RCW 36.70A.130(4),
Jefferson County was required to review and, if necessary, revise
its Comprehensive Plan and implementing regulations by December 1,
2004. Although the mandatory update focused on issues such as
population projections and capital facilities planning, as a
complementary project the County updated and streamlined the entire
Comprehensive Plan
initially adopted in 1998.

Through
Ordinance
No. 17-1213-04, adopted on December 13, 2004,
the Board of County Commissioners (BoCC)
substantially revised the Comp Plan. The BoCC at the time
consisted of Glen Huntingford (Chair), Dan Titterness, and Patrick
Rodgers, with Lorna Delaney as the Clerk of the
Board.
Following are the individual Comp Plan
chapters as PDF files. Chapter 4 - Natural Resource
Conservation Element and most of the Appendices were not amended in
2004.

The Growth Management Act (GMA)
was signed into Washington State law in 1990. Although
Jefferson County had had earlier Comprehensive Plan versions adopted
under the
Planning Enabling Act,
the first Comprehensive Plan under GMA was adopted on August 28, 1998.
The Board of County Commissioners (BoCC)
at the time of initial adoption was Glen Huntingford (Chair), Daniel
Harpole, and Richard Wojt, with Lorna Delaney as the Clerk of the
Board.

historical interest only and represent the 1998 Comp Plan as
amended through August 2004. The following chapters are

Comprehensive Plan Amendments
The
Growth Management Act (GMA)
provides for an annual amendment cycle for comprehensive plans
(with some exceptions where amendments could be considered outside
of the annual cycle). Citizens or interest groups may propose site-specific or suggested amendments to the
Comprehensive Plan for review during the annual amendment cycle.

Between August 1998 and August 2004, the following ordinances effectively amended the
Comprehensive Plan, as initially adopted on August 28, 1998. The amendments
