
Background
Jefferson County adopted the Unified Development Code (UDC) in
December 2000 as the set of implementing regulations for the
1998 Comprehensive Plan. For more information on

The County maintains the Comprehensive
Plan and the UDC pursuant to requirements in the State Growth Management Act (GMA).

"UDC HOPE" is the UDC
Housekeeping Omnibus for Permit Efficiency project, or "Omnibus" for
short. The Omnibus is a package of proposed code amendments
developed through comprehensive review of the UDC. County
staff, in collaboration with the Board of County Commissioners (BoCC)
and the UDC Committee of the Planning Commission, prepared a
preliminary amendment package that was approved by the
Planning
Commission on July 20, 2005 for formal
public review.

to various comments that were received from County departments and
the public.

Changes to Accessory Use provisions to allow and Accessory

18.30 Development Standards 10/28/05
Allows political signs under 8 square feet on public property as
a general exemption. Also clarifies stormwater management
provisions.

18.35 Land Divisions 10/28/05
Requires Surety be posted for any unconstructed improvements
that are required as a condition of plat approval. Also
changes have been made to state law that require delinquent and
current year property taxes be paid before approval of a
Boundary Line Adjustment (BLA) or plat approval.

Memo
to BOCC 12/14/05
Addresses three additional staff recommendations: deleting a
reference to a certification that does not exist, stating that
tidelands may only be platted by the Dept. of Natural Resources,
and adopting the standards contained in the Non-Motorized
Transportation and Recreational Trails plan.
Planning Commission Recommendation
The Planning Commission finalized its recommendation on the
Omnibus amendments at the November 2, 2005 meeting.

proposal under consideration as the subject of the BoCC public
hearing on January 9, 2006.

Public
Review
The Planning Commission held a public hearing
on October 5, 2005, at the
WSU Community Learning Center in Port Hadlock. Check the
Planning
Commission section of the
Long-Range Planning page for
the agenda and minutes. The written public comment period was
extended
through close of business October 12.
The recommendation of the Planning Commission
and staff takes into consideration public comments during the first
phase of the formal public review of this proposal. See

Ordinance
Adoption
The Board of County Commissioners (BoCC)
is the decision-making body that eventually considers adoption of an ordinance that effectively amends the UDC. The BoCC considers the Planning
Commission and staff recommendations, as well as any input from the
public through public comment periods and public hearings before the
Planning Commission and BoCC, in making its
decision.
The
recommendation of the Planning Commission and staff was
presented to the Board of County Commissioners
(BoCC)
on December 19, 2005. The
BoCC held a public hearing on January 9, 2006 and later
directed staff to develop an itemized history of the Omnibus
package, indicating the origin of the ideas and the rationale behind
them.
Partial Adoption in January 2006
In the interim, on January 26, the
BoCC adopted
Ordinance No. 02-0126-06, which adopted proposed amendments to
Chapters 18.45 and 18.50 of Title 18 of the JCC.

Continuing with the bulk of the package,
staff presented the Omnibus itemized
history to the BoCC during
the afternoon session of the BoCC
regular agenda on
May 22.
The BoCC discussed the Omnibus proposal with DCD staff on
June 5. A public hearing was held on
June 19
at in the BoCC Chambers of the Jefferson County Courthouse.

The remaining chapters within Title 18 were not proposed for
amendment at that time.

On July 10, 2006, the
Board of County Commissioners
(BoCC) adopted Ordinance
No. 08-0710-06, thereby adopting an "Omnibus" amendment package for
the Unified Development Code (UDC),
Title 18 of the Jefferson County Code (JCC). The amendments
are effective 8:00 AM, Monday, July 17, 2006.
Note: The amendments
adopted on July 10 do not include proposed provisions
addressing mineral extraction and noise disturbance.
