November 18 STAC & SPAC Meeting
The two shoreline advisory committees - both technical and policy
- met jointly on Tuesday, November 18, 2008 to review revisions made
to the May 2008 revised Committee Working Draft SMP. This concluded
the advisory committee review of draft work products prior to
submittal of the Preliminary Draft SMP to Planning
Commission on December 3 for formal public review.

August 5, 2008 Joint STAC & SPAC Meeting
Both advisory committees met to review final revisions to
the
May 2008 Committee Working Draft SMP, the
Shoreline Restoration Plan and the
Final Shoreline Inventory & Characterization Report. This
will assist the development of the Preliminary Draft SMP staff
proposal for submittal to the Planning Commission, anticipated to
begin the formal public review process this Fall.

Fall '07 STAC & SPAC Review Cycle Complete
The SPAC met 10 times from September - December 2007 reviewing and
providing input on the Committee Working Draft SMP. The
STAC reviewed and provided
input on the Draft Shoreline Restoration
Plan. See the Committee Meetings

broad array of interests including citizens, stakeholders, agencies,
organizations and treaty tribes.

Role
A Note
about the Role of the STAC & SPAC:
While the
County invites and depends upon citizen participation on numerous
issues through a variety of boards, panels and committees, it is
important to note that both the STAC and SPAC are formed as advisory
groups to the Department of Community Development to assist the
formation of a staff recommendation for an updated Shoreline Master
Program (SMP). STAC and SPAC participants have been invited by staff
and the list of members was reviewed by the Board of County
Commissioners (BoCC). The STAC and SPAC are
project-specific rather than standing committees, are not
decision-making bodies, and were not appointed by elected officials. In any case, STAC and SPAC meetings are always open to the
public and meeting notes are recorded as a good faith effort for
transparency, involvement & collaboration.
For example, the STAC and SPAC are different than:
- Planning Commission (PC) - members are appointed by BoCC;
- PC Shoreline Committee - committee of an appointed body;
- PC Critical Areas Committee - committee of an appointed
body;and
- PC Critical Areas Committee's Citizen Advisory Group
- citizen stakeholder
representative volunteers.
Past and upcoming SPAC and STAC meeting dates are posted
above and interested parties are invited to attend and observe.
Beyond the observer comment periods included in the agenda the
committees do not generally engage in dialogue with the audience to
allow focus on committee work tasks. The STAC and SPAC Roles,
Responsibilities, Operations & Schedule document is posted above
and serves as guidance for how the groups will function. Both groups
are working closely with staff and project consultants during
preparation of a proposed SMP, which will then be presented to the
Planning Commission and Board of County Commissioners for formal
review and public comment.
