Project Description CONDITIONAL USE FOR STAIRS TO THE BEACH - The proposal is for construction of a set of wooden stairs for residential access to the marine shoreline. The stairs include a 5 foot by 4 foot upper landing situated at the top of a approximately 50 foot high shoreline bluff, two mid bluff landings, and a final 5 foot by 6 foot beach landing below Ordinary High Water Mark with retractable stairs to access the beach. The entire stairway will be approximately 115 feet in length. This project requires a Type III Shoreline Substantial Development permit for a Conditional Use, SEPA review, a Hydraulic Project Approval for the Department of Fish & Wildlife and final approval from the Department of Ecology.

Project Description Shoreline substantial development application for construction of stairs to shoreline. The stairs will consist of a 3-foot-wide upper landing at the top of the bluff, a 3-foot-wide set of steps down to a 5.3-foot by 6.75-foot lower landing, and a set of 3-foot-wide steps down to the toe of the steepest part of the bluff. The lower landing vertical supports will be attached to existing support brackets or to new pier blocks, and will use all cross bracing. The steps will be supported by posts placed in the ground and will have handrails. A critical areas stewardship plan was submitted for construction within a critical area buffer. The proposal will be constructed above the ordinary high water mark of Hood Canal and is exempt from review under SEPA.

Project Description CONDITIONAL USE C(d) FOR WATER TREATMENT PLANT -The Jefferson County Public Utility District #1 (PUD #1) is proposing a new water treatment plant for its existing Sparling Well water treatment facility on Kennedy Road. The project received approval from the Washington State Department of Health on March 5, 2010. The PUD #1 issued a final SEPA mitigated determination of non-significance (MDNS) for the project on October 30, 2009. The project requires a Conditional "C(d)" Discretionary Use permit from Jefferson County. A Geotechnical Report, Wetland and Archeological study have been submitted for review.

Project Description The applicant, Iron Mountain Quarry, has submitted materials for approval of a Stormwater Management Permit for the New Shine Quarry in three (3) phases over a period of approximately forty (40) years. The total project area is one hundred and forty two (142) acres. The mining and operations area is approximately 69 acres. The first phase (Phase 1B) will include establishing the primary and secondary processing and stockpiling areas, stormwater control ponds, maintenance building and yard, and mining the southwest portion of the site. Mining activity for Phase 1 B is expected to last five to ten years. The second phase (Phase 1A) will mine the southeastern portion of the site, to the north of the stormwater control ponds. The third phase (Phase 2) will expand Phase 1A to the north, advancing generally from south to north. The overall hours of operation will generally be from 6:30AM to 4:30PM. The hours of physical operations, including mining and processing will be from 7:30AM to 3:30PM, or as daylight allows. The mine could produce as much as 400,000 tons per year, with volumes in the winter months ranging between 8,000 and 16,000 tons per month; and during the summer between 26,000 and 52,000 tons per month. This project requires a Stormwater Management Permit (in accordance with Jefferson County Code Title 18) with a SEPA Threshold Determination from Jefferson County, an NPDES permit from the Washington Department of Ecology (Ecology), a Reclamation Permit from the Washington Department of Natural Resources (DNR) and a Jurisdictional Determination from the U.S. Army Corps of Engineers. The following additional permits/approvals may be needed: Hydraulic Project Approval from the Department of Fish and Wildlife, Section 404 Permit from the U.S. Army Corps of Engineers, and Section 401 Water Quality Certification from Ecology.

The proposal includes installation of five 10-inch galvanized steel pier support piles and four 10-inch galvanized steel float support piles. The proposal also includes a boat lift and a four-foot-wide gravel path from the residence to the dock and boat launch. A power line, from an existing power source approximately 10 feet from the proposed dock, will be attached to the dock to power the boat lift. No excavation of substrates below OHWM is needed to provide power to the boat lift. This shoreline substantial development application also includes 'after-the-fact' permitting for covering a gravel boat launch with a 12-foot by 48-foot concrete pad. The applicants submitted a critical areas stewardship plan to address development within a fish and wildlife habitat conservation area (Mats Mats Bay).

Notes The optional DNS process of WAC 197-11-355 is being used. This may be the only opportunity to comment on the environmental impacts of the proposal. The Department expects to issue a DNS for this proposal. If the proposal is approved, policies and performance standards found in the Jefferson County Code and the Jefferson County Comprehensive Plan will be used to form permit conditions intended to mitigate adverse environmental impacts. Project Description REPLACE CULVERT AT ALDER CREEK TRIBUTARY AT UPPER HOH RD MP 2.15. Jefferson County Public Works is currently proposing to replace the existing culvert beneath Upper Hoh Road at milepost (MP) 2.15 in the western portion of Jefferson County (Appendix A). The existing 72-inch (6-foot) diameter corrugated metal pipe (CMP) conveys an unnamed tributary to Alder Creek under the roadway and has been identified by Washington Department of Fish and Wildlife as a partial fish-passage barrier. The existing culvert is 71 feet long. This culvert will be replaced with a new precast 25-foot span three-sided bottomless box culvert. T he Upper Hoh Road at this culvert location is classified as a Federal Functional Class 07, Rural Major Collector. It is n 20-foot wide asphalt concrete road with about 4-foot wide gravel shoulders for a total of 28 feet. The posted speed limit for this location is 35 MPH and has an ADT of 508 vehicles. The replacement culvert has been designed using the WDFW Manual titled Design of Road Culverts for Fish Passage (WDFW 2003) and using the Stream Simulation Design Option. The new culvert will provide improved access under all flow conditions to approximately 1.4 miles (7,400 linear feet) of potential habitat upstream of the culvert. This project requires a Type I Stormwater Management Permit with SEPA review and a Hydraulic Project Approval from the Department of Fish & Wildlife.
