Title: C-REVISED PLAT MYLAR
Wording: Upon issuance of this decision and provided there are no appeals of said decision, the applicant/surveyor shall be responsible to have an amended mylar prepared according to the county and state regulations and submit 6 paper copies of said mylar to this department for distribution and review by county agencies Applicant is responsible for submitting mylar recording fee ($98 payable to the Jefferson County Auditor) at time of submittal of mylar. Title: C-APPEALS
Wording: Consistent with JCC 18.40.360(2)(b), any appeal of this decision must be in writing within fourteen days of said decision and be submitted on or before 4:00 p.m. April 12, 2006. Consistent with JCC 18.40.360(5) the appeal must comply with the following procedures: 1. A notice of appeal shall be delivered to the Administrator by mail or by personal delivery, and must be received by 4:00 p.m. on the last business day of the appeal period, with the required appeal fee of $647 pursuant to the Jefferson County Fee Ordinance; 2. STOP WORK. Do not further disturb the area or remove any materials therefrom. B. NOTIFY IMMEDIATELY the Director of Community Development, (360) 379-4450. DIRECTOR IF COMMUNITY DEVELOPMENT will immediately notify the State Office of Archaeology and Historic Preservation (OAHP), (360) 753-5010. C. PROTECT the area from vandals and collectors. D. OBTAIN services of a qualified archaeologist to evaluate the site and make recommendations for further work in the area. E. Title: Seawater Intrusion Areas
Wording: To help prevent seawater from intruding landward into underground aquifers, all new development activity on Marrowstone Island, Indian Island and within 1/4 mile of any marine shoreline shall be required to infiltrate all stormwater runoff onsite.

Wording: VOLUNTARY MEASURES OF COASTAL & AT RISK SIPZ: Water conservation measures: 1. Roof and other intercepted precipitation shall be routed to on-site detention ponds and/or other approved means and allowed to be released to the soil slowly. 2. Water collected from Storm water and roof catchments may be used for watering lawns and gardens. Unless catchment water has been treated to meet drinking water standards, there shall be no cross connections allowed between the potable supply and impounded water. 3. Wording: Thomas L Aumock, Consulting Fire Code Official to Jefferson County commented on the application on February 10, 2006. It is understood that the geography of the area and ownership beyond the subject drive precludes any future extension of the drive, and the subject lot 18 would benefit from the removal of the turnaround for emergency services accessibility around the residence being constructed thereon. It is the administrative finding of the Office of the Fire Code Official that the proposed plat alteration does not require, by standard of Code, a formal turnaround provided the length of the drive as measured from the Edgewater Ct easterly road edge is less than 150 ft. The relevant standard from code citation is International Fire Code Table D103.4.

Wording: The application was reviewed by the Jefferson County Department of Community Development staff on February 3, 2006 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Urban Shoreine Designation and Coastal Seawater Intrusion Protection Zones (SIPZ).

Title: F-SIPZ
Wording: Marine shorelines and islands are susceptible to a condition that is known as seawater intrusion. Seawater intrusion is a condition in which the saltwater/freshwater interface in an aquifer moves inland so that wells drilled on upland areas cannot obtain freshwater suitable for public consumption without significant additional treatment and cost. Maintaining a stable balance in the saltwater/freshwater interface is primarily a function of the rate of aquifer recharge (primarily through rainfall) and the rate of groundwater withdrawals (primarily through wells). The Washington Department of Ecology is the agency with statutory authority to regulate groundwater withdrawal for individual wells in Jefferson County. New development, redevelopment, and land use activities on islands and in close proximity to marine shorelines in particular should be developed in such a manner to maximize aquifer recharge and maintain the saltwater/freshwater balance to the maximum extent possible by infiltrating stormwater runoff so that it recharges the aquifer.
