The meeting of the No Shooting Area Review Committee originally scheduled for Tuesday, December 2, 2008 has been cancelled.  Please check here for meeting re-scheduling updates.

Department of Community Development staff appeared before the Board of County Commissioners on Monday, November 10, 2008, at 10:15 a.m., to ask that a vacancy on the No Shooting Area Review Committee be filled, following the resignation of a representative stakeholder at the October 9, 2008 meeting of the Committee.  The new representative stakeholder is Jean Ray.

A public hearing before the Board of County Commissioners (BoCC) on the Review Committee's recommendation regarding the Chimacum Creek petition has been scheduled for Monday, November 24, 2008, beginning at 5:00 p.m. in the Superior Courtroom at the Jefferson County Courthouse.  (A copy of the legal notice will be available here soon.)

The most recent meeting of the Review Committee took place on Thursday, October 9, 2008.  The agenda focused on the Committee's recommendation pertaining to the southern boundary of the Chimacum-Hadlock proposed No Shooting Area.  Due to extensive public input, the southern boundary will be reviewed by the Committee again prior to submittal to the Board of County Commissioners (BoCC), at a date to be announced.  (October 9th meeting minutes are available below under "Documents;" then under "Chimacum-Hadlock Review Committee Minutes")

A recent meeting of the No Shooting Area Review Committee was held on Tuesday, September 9, 2008, at 3:00 p.m.,   The agenda included final review and development of the Committee's recommendations on the Chimacum Creek No Shooting Area petition, and on an area south of the Chimacum Creek petition area, as directed by the Board of County Commissioners (BoCC) on July 7, 2008. 

At the meeting on September 9th, two new representative stakeholders from the areas south of Irondale Road joined the Committee as it also considered those areas.  The Review Committee voted on boundary recommendations to the BoCC for both the existing Chimacum Creek petition, and for the areas south.

On June 11, 2007 the Board of County Commissioners appointed members to a No Shooting Area Core Review Committee, including three members-at-large and County staff:

  • District 3 - Raymond Hunter
  • Dept. Community Development - Al Scalf
    • Lead staff - Karen Barrows
  • Sheriff's Office - Anthony Hernandez

No Shooting Areas Ordinance:

Background

On April 24, 2006, the Board of County Commissioners (BoCC) instructed the Planning Commission to review the criteria for the creation or dissolution of "No Shooting Areas" contained in Jefferson County Code (JCC) Title 8 Health and Safety, Chapter 8.50.

On May 3, 2006 the Planning Commission established a committee to perform the initial review. The Planning Commission No Shooting Area Committee met on May 9 to discuss criteria for no shooting areas.  The committee released a report to the full Planning Commission on May 17.

A final report from the Planning Commission was submitted to the BoCC on June 5.  The report included a recommendation to establish an independent review committee.  It also contained preliminary amendment language for JCC 8.50 for a potential committee to use as a foundation.        

The BoCC remanded the issue and the Planning Commission recommendations to the Director of Community Development and the County Administrator for further review. 

 

Chimacum Creek No Shooting Area Petition -History of review process

The review process for the No Shooting Areas began on June 19, 2008.  The committee conducted an initial review of the Chimacum Creek No Shooting Area petition, and chose two representative stakeholders, David Tonkin and Howard Learned, who joined the committee for the duration of the Chimacum Creek petition review. 

The Review Committee next met on Thursday, July 10, 2008.  The agenda included a review of the Chimacum Creek No Shooting Area petition, especially with regard to the motion made by the Board of County Commissioners (BoCC) on July 7, 2008, to add an expanded area to the committee's considerations. 

The Review Committee met on Tuesday, August 12, 2008, for a field trip to the Chimacum Creek No Shooting Area petition lands, as well as areas south of Irondale Road, as directed by the BoCC. 

The Review Committee next met on September 9, 2008; two new representative stakeholders joined the group for consideration of the lands south of Irondale Road: Alan Rawson and Harvey Windle.  Additional details about the meeting can be found above under "New Items," and in the Documents section below.

 

Paradise Bay No Shooting Area petition - History of review process

The Board of County Commissioners (BoCC) gave final approval to the Paradise Bay No Shooting Area Ordinance on Monday, April 7, 2008.  Please click here to see a copy of the ordinance and accompanying map (warning: large file: 2 MB)

The Paradise Bay Review Committee met a total of four times in summer and fall 2007 to research, review, and formulate a recommendation on a proposed new boundary for the Paradise Bay No Shooting zone. 

The Review Committee for the Paradise Bay No Shooting Area petition (the committee for that task included the individuals listed above plus two representative stakeholders, Ken Merritt and Patrick Bowen) completed its work preparing a recommendation to the BoCC concerning the boundaries of the proposed No Shooting Area. 

The BoCC's approval followed a public process that culminated with a final meeting of the Paradise Bay No Shooting Area Review Committee which was held on Tuesday, March 11, 2008 from 3-5 p.m. at the WSU Extension complex in Shold Business Park in Port Hadlock in the Spruce Room. 

On Monday, March 24, 2008, at 10:30 a.m., the BoCC heard the final report from the Review Committee on the Paradise Bay No Shooting area petition.  The Board then voted 2-1 to approve an extension of the boundary recommended by the Review Committee, encompassing land east of Paradise Bay Road to the water, and south to Highway 104.  

Staff and committee members presented the recommendation to the BoCC on Monday, January 7, 2008.  The BoCC directed staff to schedule a public hearing.  The public hearing was held on Monday, February 11, 2008, at 5:00 p.m., in the Superior Courtroom at the Jefferson County Courthouse.  (A map of the Paradise Bay boundary proposed by the review committee is located in Chambers at the Courthouse. After hearing public testimony, the BoCC voted unanimously to remand the recommendation back to the committee for further review, with instructions that the committee modify the recommendation to include lands east of Paradise Bay to the water, and also south to Highway 104.  The Review Committee conducted additional research, and presented to the BoCC an affirmation of its original recommendation.  The BoCC approved a new No Shooting Area that included more lands than that recommended by the Committee, but encompassed less land than originally requested in the petition.
